outhern Ports Authority (Southern Ports) is looking to mature its asset management and maintenance regime consistent with the following principles (which in turn are aligned to ISO55000 Asset Management principles) to:

Ensure a safe and secure point of entry and exit to the three Ports (facilitated by the existing channels, breakwaters, navigational aids and berths);
Prolong the life of critical equipment and assets through increased recovery work;
Stop degradation mechanisms (ie. corrosion, wear and fatigue);
Implement failure mode effect analysis driven by risk-based inspections and preventative maintenance tactics; and
Implement condition-based maintenance regimes for all assets.
In applying the above principles to the development of Southern Ports’ FY23-FY27 Strategic Development Plan, a series of major asset maintenance works and sustaining capital works have been identified. These works are considered essential to ensure Southern Ports’ assets are in a state that will significantly reduce the risk of disruption to business continuity and longer term lower the costs of ownership for asset classes.

Southern Ports will soon publicly tender a number of key packages of work, via Tenders WA, including:

Berth Civil and Structural work (deck tops, soffits, bollards, fenders, piles, Steelwork and Walkways)
Breakwater Repairs
Marine structures maintenance (marina pens and navigation aids)
Packages will either be across all three ports (Bunbury, Albany and Esperance), or relate to one individual port.

Each package will have regional contract delivery points at one of our Ports and regional price preferences will be applied as applicable. The assessment of such will be made at both the head contract level (if applicable) and/or at any specified subcontractor level.

Interested parties must be registered on Tenders WA to receive notification once the packages of works are released, estimated to be later in May 2022.

Southern Ports Authority (Southern Ports) has secured funding to progress the Esperance Port Berth 2 Hardstand Upgrade Project. Southern Ports will soon publicly tender the below scopes of work via Tenders WA, with emphasis given to a program of works that minimises as much as practicable disruption to Berth 2 operations.

Interested parties must be registered on Tenders WA to receive notification once the packages of works are released, estimated to be in late May 2022.

Berth 2 services the import and export of a large variety of products and is the sole container berth in Esperance. The use of the adjacent Berth 2 hardstand has resulted in significant deterioration over the years and drainage on the Berth 2 Hardstand is no longer effective due to settlement across the hardstand area, which exacerbates damage to the pavement due to water ingress. The upgraded hardstand will ensure that the container trade continues to be efficient, with loading/unloading of container vessels within the required 36-hour turn-around time.

Additionally, the existing drainage system (interceptor pits) provides only marginal capacity to effectively control any hydrocarbon spills or stormwater contamination of port waters. This project will ensure environmental compliance by improving the capacity to effectively control any hydrocarbon spills or stormwater contamination of port waters.

The project will involve:

Renewal of the berth 2 asphalt hardstand, pavement and drainage;.
Construction of a First Flush Tank (FFT) and installation/commission of a Dissolved Metal Treatment (DMT) Filter system, including relevant connections.
All temporary works, including, but not limited to, excavation, backfilling, sheet piling and dewatering to enable the construction of the above items.
Southern Port’s preference is for the above works to be undertaken by a single Contractor, however, reserves its discretion to award separately following a value for money evaluation outcome.

The Goldfields Esperance Region is the contract delivery point with specific regional price preferences to be applied in the Tender.

The existing State Barrier Fence (SBF) stretches approximately 1,209 kilometres (km) from the Zuytdorp Cliffs north of Kalbarri to 35 km east of Ravensthorpe, bordering the agricultural region of the State. In addition to the existing SBF a new Eastern section is currently under construction and will stretch 660km from Ravensthorpe to the coast east of Esperance at Cape Arid.  The purpose of the fence is to minimise the impact of migrating emus, wild dogs and kangaroos into the Southwest Land Division.

The SBF is divided into three (3) sections;

Northern Region = 576km which also includes 3.5km of Lake Moore to the eastern edge of the lake.
Southern Region = 633km eastern edge of Lake Moore to Ravensthorpe.
Eastern Region = 660km Ravensthorpe to Cape Arid (currently under construction).
The Department of Primary Industries and Regional Development (DPIRD) intend to form a Panel of appropriately skilled and experienced Contractors in three (3) sections being the Northern,  Southern and Eastern Regions. To support the Contract Authority, a framework of four (4) separate works categories are required as stipulated below:

General Maintenance and Repairs including Light Herbicide Application;
Fence Replacement
Grading
Herbicide Supply & Application.

This Request is for the delivery of aviation services associated with aerial control operations (shooting) for pest animals to the Department Biodiversity, Conservation and Attractions (DBAC).

Pest animals present a significant threat to biodiversity and landscape values and are a major impediment to vegetation recovery, particularly on the former pastoral leasehold land purchased for conservation through programs such as the Gascoyne Murchison Strategy. Aerial shooting is recognised as a legitimate and appropriate means of reducing the threat of pest animals to biodiversity and agricultural/pastoral values and is employed by land management organisations across Australia.

The Customer intends to appoint a number of contractors to a Panel Arrangement.  Individual projects will be distributed amongst Panel Members at the Customer’s discretion.  Panel members will not be expected to undertake project work that they did not bid for.

WA Health is seeking a Formulary and Medicines Information Solution (FaMIS) and associated development, training and ongoing support services, that provides a ‘one stop shop’ or single platform of medicines and prescribing information to WA Health clinicians.

The solution will be a user-friendly, intuitive and be a highly configurable electronic solution that integrates and/or interfaces with a number of WA Health applications and state or federal data sources.

The solution is not required to be ‘off the shelf’ and could be developed provided the solution is ready to ‘go live’, with all minimum requirements met, on or before the end date of the current WA Health Contract (January 2023).

As per the WA Health Cloud Policy, it is preferred that the solution is hosted on the HealthNext Cloud infrastructure; however, hosting via other private cloud services will be considered where the HealthNext Cloud is deemed unsuitable.

BACKGROUND

A medicines formulary, in the simplest terms, is a list of approved medicine indications for use within a healthcare system. In 2016, WA Health endorsed a Statewide Medicines Formulary (SMF), which comprises of three separate component lists based on patient age group – the adult, paediatric, and neonatal formularies. 

In 2017, WA Health launched an electronic solution, Formulary One, to centralise medicines and prescribing information, including the SMF. Formulary One currently provides the following functionality:
•    SMF content, including restriction category (unrestricted, restricted, highly restricted, non-formulary);
•    medicines funding information via integrated Pharmaceutical Benefits Scheme (PBS) information;
•    clinical information from an independent medicine information publication; 
•    Trade (or brand) name details for all medicines;
•    local, State, Federal, and international clinical guidelines;
•    medicine safety alerts;
•    the Poison’s Schedule classification of medicines (e.g. S3 Pharmacist-only, S4 prescription only, S8: controlled drug etc);
•    WA Medicine Information Leaflets and Therapeutic Goods Administration (TGA) Consumer Medicines Information summaries; 
•    location of medicines stocked in WA public hospitals; and
•    the ability to search for content by medicine name or trade name.

As the current Contract for the Formulary One electronic solution is due for expiry in early 2023, WA Health is looking to establish a new Contract to ensure ongoing, uninterrupted provision of an integrated electronic solution that hosts all SMF and other prescribing support resources into the future. 

WA Health is committed to advancing healthcare through the application of innovative software solutions, including to continually review, adapt, and improve the user experience. The new Contract includes several enhancements to the current functionality available in the Formulary One solution, which are anticipated to be either available in the Successful Respondent’s solution at ‘go-live’, or to be delivered on an agreed schedule throughout the Term. These enhancements include:
•    ability to search for content by indication;
•    ability to search for medicine or indication guidelines;
•    addition of TGA Product Information;
•    incorporation of additional independent medicine information publications;
•    incorporation of the purchase cost of medicines for WA hospitals;
•    incorporation of product pack size per unit per trade product (e.g. number of tablets per box, total volume of an oral liquid bottle etc.);
•    enhancement of the paediatric and neonatal content to have the same functionality as the adult content; and
•    increased customisation options, including reporting and display of Customer-controlled content.
